中国共产党第十九届中央委员会第四次全体会议阐释"坚持马克思主义在意识形态领域指导地位的根本制度",是一项里程碑式的论述。这不仅是坚持和完善中国特色社会主义制度体系的基石,又是坚持和完善中国特色社会主义先进文化制度的前提和基础。要真正坚持和贯彻好这项新的根本制度,不仅要正确把握这项新根本制度的科学内涵,同时要勇于面对意识形态领域的现实困境。因此,必须加强党对意识形态工作的领导来巩固和完善指导地位制度化这一重要举措,同时采取"硬性的"态度对高校及网络空间出现的各种错误思潮予以纠正,确保意识形态工作责任制的贯彻落实。

The Fourth Plenary Session of the 19th Central Committee of the Communist Party of China underscored that “It is a fundamental system to abide by the guiding position of Marxism in the field of ideology”, which is a milestone. The institutionalization of the guiding position is not only the embodiment of the Party's extreme emphasis on ideological work, but also the inevitable requirement of consolidating the Party' s unity and realizing the long-term stability of the country and the mission of the new era. The institutionalization of guiding position was the Party's experience in ideological work in the past. It not only plays a leading role in the construction of socialist system with Chinese characteristics, but also lays an ideological foundation for doing ideological work well in the new era. Therefore, it is necessary to strengthen the Party's leadership over ideological work to consolidate and improve the institutionalization of the guiding position. At the same time, it is necessary to take a “hard” attitude to correct all kinds of wrong ideological trends in cyberspace to ensure the smooth advancement of the ideological work responsibility system.
